the state of affairs in the Far East can hardly be said to be much better than it was in 1895. I do not think that we can well make any change.
and if I may suggest a policy, I think the policy adopted in past years of making Colonial Secretaries administer is not always sound or desirable.
A hard & fast rule is not desirable.
